Learning: Municipal Project Management

On March 19, 2025, an in-person meeting of the states of Saxony, Saxony-Anhalt, and Thuringia took place in Leipzig (Smart City Lab) to advance the further development of the "Quality Course Offering for Municipal Mobility Management“ (QLKMM+). In a workshop, concepts for municipalities, districts, and cities were developed together with the other states, based on the blueprint provided by the Federal Office for Building and Regional Planning (BBSR). Starting in 2026, the course is to be hosted by the Thuringian Mobility Network (TMN), which will assume responsibility for its implementation and further development. An important aspect of this meeting was the precise elaboration of the service description in order to further refine the course content and requirements for successful implementation.

Background: Good municipal mobility management requires central coordination that promotes collaboration between departments and coordinates the individual steps in projects. The planned course provides practical knowledge to establish mobility as a cross-departmental task and develop sustainable solutions. The aim of the course is to make municipal action future-proof – both in urban areas and in rural areas. Measures from the areas of infrastructure, traffic control and communication are linked together. The greatest challenge is to integrate these approaches permanently into administrative processes. Thuringia is in close exchange with other federal states.
