  • 9. Social Media Usage Concept of the Thuringian State Development Company mbH (LEG Thüringen)

What are social networks (social media) and why does the LEG Thüringen use them?

Social networks or “Social Media” subsume a variety of digital technologies and media that also allow their users to interact with Contact, communicate and exchange content. By way of example, but by no means exhaustive, some well-known providers are listed here:

    • Social networks (e.g. Facebook)
    • Photo and video networks (for example YouTube)
    • Mobile communities (e.g., Instagram, Snapchat)
    • Trade Fairsger services (e.g., WhatsApp, Facebook Trade Fairsger)

These social media platforms have now changed or influenced the communication of many people, so that information channels have become a natural part of their everyday lives. In recent years, communication and information gathering have increasingly shifted from the "classical“ internet to social media platforms. The essential difference and at the same time advantage of these social media platforms is that information can not only be communicated in one direction, but also enables dialogue and exchange between users.

The central support and further development of our social media offering is the responsibility of the Corporate Communications department.

Communication on social media platforms also requires rules, and LEG Thüringen is furthermore obliged, as the party responsible for the content, to regularly monitor compliance with certain codes of conduct. For the exchange via our communication channels, we assume that the exchange on this page is conducted with courtesy, respect, and mutual consideration.

    • Insults, personal attacks, statements that violate the law, radical, sexist or racist posts will be deleted by us.
    • The dissemination of political or religious messages has no place on this page and corresponding contributions will be deleted by us.
    • Posts containing self-promotion or third-party advertising, as well as commercial posts, will be deleted.
    • Personal or personally identifiable data of others must not be published. We also advise caution when handling your own personal data.

What advantages does LEG Thüringen hope to gain from using social media?

    • Exchange and Contact maintenance with citizens and interested parties
    • Valuable communication tool in a crisis situation
    • Cost-effective and direct access to the public
    • Increase in awareness
    • Announcement of the diverse services that LEG Thüringen offers on behalf of the Free State for a wide range of target groups
    • Image improvement
    • Better findability in search engines
    • Reaching new target groups
    • Strengthening the business location of Thuringia
    • Presentation as a modern, family-friendly employer
    • Join the conversation where everyone else is
    • Reaching specific target groups such as: citizens, digital natives, job seekers, companies/start-ups

What risks are there when using social networks/Facebook?

    • Spying on privacy
    • Disclosure of private data
    • Denunciation
    • Discreditation
    • Bullying
    • Harassment through advertising/spam
    • Identity theft
    • Internet fraud
    • Rip-off
    • Distribution of malware
    • Phishing

Which social media channels does LEG Thüringenuse?

The social media landscape is vast. Over 260 providers are listed in 25 categories (as of 2017).

We maintain online presences within social networks and platforms to inform and communicate with interested parties active there.

The LEG Thüringen operates its own presences on the following social media platforms:

We would like to point out that user data may be processed outside the European Union. This may create risks for users, as it could be more difficult to enforce their rights.

Furthermore, user data may also be processed for market research and advertising purposes. For example, usage profiles can be created from user behavior and the resulting interests of users. The processing of users' personal data is based on our legitimate interest in effectively informing users and communicating with users in accordance with Art. 6 (1) lit. f GDPR. If users are asked by the respective providers to consent to data processing (i.e., they declare their consent, for example, by checking a box or confirming a button), the legal basis for processing is Art. 6 (1) lit. a, Art. 7 GDPR.

The following social networks are used by LEG Thüringen :

    Facebook

Facebook enables the display of personal profiles, company pages (so-called fan pages) for business presentation, as well as groups for private discussion of common interests. The operator of the pages is Facebook Inc., 1601 S. California Ave, Palo Alto, CA 94304, USA. Instead of Facebook plugins, we have decided to only link to Facebook, so that when you visit our website, your personal data is not automatically transmitted to Facebook. This technical solution also prevents us from automatically collecting your personal data in this regard. Through the link, Facebook only processes your personal data when you actively click on the Facebook button. However, if you were already logged into your Facebook account at the time of accessing our website, Facebook at least processes the information about which of our web pages you visited with your IP address, at what time, and via which browser. We have no influence over the type and scope of your personal data processed by Facebook.

We only collect personal data from you via Facebook when you become active on our Facebook fan page, for which we are jointly responsible with Facebook, and disclose your personal data. By providing data on our Facebook page, you give us your consent to the processing of this data by us in accordance with Art. 6 (1) lit. a GDPR.

You can find more information about how your data is handled in Facebook's privacy policy at: https://www.facebook.com/about/privacy [external page].

Information on how to manage or delete information about yourself can be found at https://www.facebook.com/privacy/explanation [external page].

We ourselves do not collect or process any data from your use of the service. However, if we share or respond to your comments, or if we ourselves create posts that refer to your profile, we will also process the data you have entered in the service, in particular your (user) name and the content published under your account, insofar as this is included in our offer and made accessible to our fans.

Information according to Art. 26 para. 2 GDPR: Between the LEG Thüringen and the operator there is a relationship according to Art. 26 para. 1 GDPR (joint responsibility - see: Page Insights Addendum regarding the Controller) [external page]. In this context, the operator runs the entire IT infrastructure of the service, maintains its own data protection provisions, maintains a separate user relationship with you (if you are a registered user of the service) and, together with LEG Thüringen , is also responsible for the deletion of illegal or inappropriate posts and content on the page. In addition, the operator is solely responsible for all questions regarding the data of your user profile, to which we as a company have no access.

In the case of information requests and the assertion of user rights, it is most effective to contact Facebook directly. Only Facebook has access to user data and can take appropriate measures and provide information.

The data controller regarding the respective user information is Facebook Ireland. This company can either contact online [external page] or by mail to:

    Facebook Ireland Ltd.
    4 Grand Canal Square
    Grand Canal Harbour
    Dublin 2 Ireland

You also have the right to lodge a complaint with the lead supervisory authority responsible for Facebook Ireland, the Irish Data Protection Commission, or with a local supervisory authority.

If you wish to exercise your data subject rights regarding a specific data processing over which we have influence, please contact us. We will review your request (e.g., request for information or objection) ourselves or, if necessary, forward it to the responsible operator, provided your request concerns data processing by the operator of the social media network.

    LinkedIn

LinkedIn, like Xing, is a professional network that allows you to maintain existing business contacts and build new business Contacte. The site is operated by LinkedIn Corporation, 2029 Stierlin Court, Mountain View, CA 94043, USA. Instead of using plugins, we merely link to LinkedIn. Therefore, your personal data is not automatically transmitted to LinkedIn when you visit our website. Through the link, LinkedIn only processes your personal data when you actively click on the LinkedIn button. We have no influence over the type and scope of your personal data processed by LinkedIn.

Further information on how your data is handled can be found in LinkedIn's privacy policy at: https://www.linkedin.com/legal/privacy-policy?_l=de_DE [external page].

Data Processing LinkedIn Lead Gen Forms

We – the Landesentwicklungsgesellschaft Thüringen mbH (LEG Thüringen) – use so-called Lead Gen Forms as part of new customer acquisition. Lead Gen Forms are advertisements on social networks that allow the integration of Contact forms into sponsored content. Lead Gen Forms are particularly important to us in the B2B sector. We use LinkedIn's Lead Gen Forms services. We process personal data relating to you if you have consented to this processing and your consent has been recorded; Art. 6 para. 1 sentence 1 lit a GDPR. You can revoke your consent at any time without giving reasons and with effect for the future.

LinkedIn uses forms for lead generation and may integrate functions and content of the LinkedIn service. If you are a member of the LinkedIn platform, LinkedIn can associate the retrieval of the above-mentioned content and functions with your profile on the platform.
You can find more information about data protection and LinkedIn's Lead Gen Ads here: https://www.linkedin.com/legal/privacy-policy?_l=de_DE [external page] or. https://business.linkedin.com/de-de/marketing-solutions/native-advertising/lead-gen-ads [external page]. You have the option to prevent this in the future by setting an opt-out cookie: https://www.linkedin.com/psettings/guest-controls/retargeting-opt-out [external page].

    Disclosure

With LinkedIn Marketing Solutions, LinkedIn transmits personal data to us using a form (so-called LinkedIn Lead Gen Forms). Lead Gen Forms are forms pre-filled with LinkedIn profile data that allow members to submit their data, which is publicly visible in the network, with just a few clicks. The inquiries generated via the forms are passed directly to a lead management or CRM tool. Additionally, the data may be processed on LinkedIn servers outside the EU, including in the USA. The USA does not offer a level of data protection comparable to the EU, and access by state security authorities without cause cannot be ruled out in individual cases. LinkedIn also uses cookies for data collection. You can enable or disable this and the associated data collection via the settings in your LinkedIn account or the following websites:

    www.linkedin.com/psettings/guest-controls [external page]
    optout.aboutads.info [external page]
    www.youronlinechoices.com/de/praferenzmanagement/ [external page]

Deactivation is usually stored by means of a cookie. It must therefore be renewed if you delete the cookies. In addition, deactivation must be carried out separately for each browser. For more information on data protection in the context of LinkedIn services, please visit: www.linkedin.com/legal/privacy-policy [external page].

    Storage and deletion of data

Your data will be retained for as long as necessary for the respective purposes mentioned above. The data will be deleted no later than after termination of the contractual relationship and after expiry of the statutory retention periods under civil, commercial and tax law.

    YouTube

YouTube is the largest, best-known and most popular video platform worldwide. The operator of the pages is YouTube, LLC, 901 Cherry Ave., San Bruno, CA 94066, USA, a subsidiary of Google LLC.
For data protection reasons, we have decided to only provide a link to this page instead of using YouTube plug-ins. As a result, we do not process any personal data from you in this regard, and YouTube cannot automatically collect personal data from you when you visit our website, provided you are logged out of your YouTube account when visiting our website. This technical solution allows you to decide whether and when you transmit personal data to YouTube. Only when you actively click on the YouTube button does your browser establish a connection to YouTube's servers and transmit your user data to YouTube. We have no influence over the type and scope of your data that is processed by YouTube.

For more information on how user data is handled, please refer to YouTube's privacy policy at: www.google.de/intl/de/policies/privacy [external page].

    Instagram

Instagram is a free online service that allows its users to share photos and videos. Our website links to the Instagram website. The operator of the pages is Instagram Inc., 1601 Willow Road, Menlo Park, CA, 94025, USA. We only link to the Instagram website instead of integrating Instagram plug-ins. Thus, your personal data is not automatically transmitted to Instagram when you visit our website. Instagram only processes your personal data when you actively click on the Instagram button. However, if you are logged into your Instagram account at the time of accessing our website, Instagram will process your personal data. We have no influence on the type and scope of your personal data processed by Instagram.

For more information on how we handle your data, please refer to Instagram's Data Policy at: https://de-de.facebook.com/help/instagram/155833707900388 [external page].
